¿What is the "International Base Congress" and "Law Section 301" that says that Spam is not Spam if I can be removed from the list?

It is a lie. One of the many that spammers constantly use to excuse themselves and give a supposed legality to their thievery. There never was an International Base Congress on Spam, and Section 301 was a proposed law in the U.S. that was never approved.
